This could be an interesting sealstone to carry, but it is very expensive, and being unable to heal is a rather hefty handicap for something which depends on your party getting hit to be useful, even if the damage is reduced. By comparison, Desperate Soldier Law is a much better choice. This sealstone is obviously detrimental when set on a dais, and since that is how you will find it when you first enter the dungeon, you may want to move it to a shell if you intend on fighting, or have an Archer with the Blue Gale - Dismantle combination.
The name of the sealstone is probably meant to evoke the idea of isolation: someone in a secluded valley would be protected (hence the damage reduction), but would also have difficulty receiving supplies (hence the inability to heal).
